When using a union nut wrench to assemble the brake tubes and flexible hose you should use it to tighten with force of 14 Nm (143 kgf-cm, 10 ft-lbf). However without the wrench apply 15 Nm (155 kgf-cm, 11 ft-lbf). The correct torque can be achieved if you use a torque wrench with 300 mm (11.8 in.) fulcrum length together with a parallel union nut wrench that has a 22 mm (0.886 in.) fulcrum length.
