Service of the steering column cover in 2006 RAV4 vehicles begins with disconnecting the negative (-) cable from the battery terminal for a minimum of 90 seconds to avoid Air Bag deployment. The removal of the steering pad requires putting front wheels straight ahead followed by unscrewing the two T30 Torx screws before gently extracting the pad while avoiding Air Bag wire harnesses tension.
